Ok, I'll be serious. Yes this is another Out of Time piece, more speciefically, a villain from the sketch dump. All I really know about him is that his name is Smith and that his style annoys Vars, who claims he had dibs on the suit + hair covering one eye look first. This was actually supposed to be in the last dump, but it got lost when I was working on that.
Oh, and yes I am enjoying my working scanner again.
